Again, if you were be stormed and wished to make for a harbour would you resort to the soldiers on board? Not so, but to the pilot." But with most difficult matters in the world which are all the matters of the government, mankind has forgotten this simple and sensible principle. The main cause of this forgetfulness is a form of education that teaches the citizen nothing thoroughly but leaves everyone with a belief of his own intellectual capacity with respect to whatever concerns society and particularly in respect to such supposedly simple matters as crime and its treatment.What is meant by this is the problem of crime is inherent with the conditioning of the people. And as the human mind is developing with the change of time, new crimes are coming up and the traditional crimes are vanishing fast. The advancement in knowledge of human behaviour and growth of commerce and industries has brought in their wake new complexities in life. These complexities account for the rising incidence of criminality. It is therefore, apparent that crime, though an evil, is an inevitable phenomenon of a progressive society. Albeit inevitable it is cardinal to deter it. To extricate mankind from this inescapable curse the need of the hour is to prevent crime. As prevention is worth a pound than cure.
