Report on Advocates Amendment Bill, 2017 (April 2017)

Law Commission of India in its report No. 266 dated March 23, 2017 recommended certain amendments in the Advocates Act, 1961. 

Law Commission emphasised on better regulatory mechanism for proper conduct of law professional. It heavily relied upon on recent case Mahipal Singh Rana v/s. State of UP (AIR 2016 SC 3302), in which an Advocate intimidated and threatened a Civil Judge (Senior Division). Law Commission of India invited suggestions from all stakeholders from all over the India. Bar Council of India submitted recommendations alongwith draft bill. The Law Commission while reviewing the Advocates Act felt that the conduct of the advocates, directly as well indirectly affects the functioning of the courts and thereby contributes to the pendency of cases. The Commission felt that some provisions would be necessary to regulate the conduct of advocates in the court, which affects the functioning of the court as well as expectations of the aggrieved.

Travelling in Golden Temple from Surat to Phagwara.
Today morning activities :)
Crossed 8 coaches, went to Pantry and asked for menu. Manager and personnel told tell me what do you want (five to six time). They were reluctant to give menu. I stood for half n hour. Finally I got the same. I started taking photo but he denied. I said you will have to come to me to handover the menu. Then he allowed me.

Manager told me what would like to have in lunch? We have Rs 50 one and Rs. 120 one. I objected on this. He said Sir you will get good meal, don\'t worry.
I purchased a tea and handed over Rs 10 to vendor. He started leaving then I asked Rs 5 back. He got furious. He asked me to give change. I said send manager. He told I don\'t want money and fled away. He also said I have been working for 22 years. I said so what.
Next time you ask for menu whenever you travel.

I am writing this letter with reference to article “Three years on, Gujarat still to start RTI web portal” published in The Times of India Dated January 19, 2017. I have been working on RTI awareness and research for last eight years. I have been running RTI group on facebook which is having 19000+ members. I hereby sharing my article on “8 years of Right to Information Act in India : An Appraisal”  (2014) in which I have proposed online application mechanism.
